Kosovo residence permit for business owners: how it works in 2026

How foreigners get temporary residence in Kosovo through their own company: who qualifies, the documents the Ministry asks for, and how to prepare so one visit is enough.

A Kosovo company gives you a 10% tax rate. A residence permit is what lets you actually live next to it. For foreign founders the two are linked: owning a registered Kosovo business is a recognized basis for temporary residence, and it is the route most of our clients take. This is how it works, what the Ministry asks for, and where applications usually go wrong.

Who this route is for

The business-owner route is meant for foreigners who own a company registered in Kosovo and want to live in the country. It sits under the temporary residence permits issued by the Ministry of Internal Affairs. Two things make it lighter than an ordinary work permit: as a business owner you do not need an employment contract, and you do not need to prove your education.

The documents

The Ministry's checklist for business owners comes down to this:

  • A valid passport that remains valid for at least 3 months longer than the residence permit you apply for.
  • Proof of sufficient means, usually a bank statement.
  • A certificate from your home country(or last country of residence) showing there are no ongoing investigations against you, translated into one of Kosovo's official languages.
  • Your company's registration certificate plus information about the business.
  • Health insurance. Local cover can be arranged on the spot for a small amount.

A vaccination certificate is only requested from applicants arriving from a country under an epidemic declaration.

The order that works

  1. Company first. Register the L.L.C. (Sh.P.K.) and open the business bank account. You do not need to be in Kosovo for this part, and it takes 5 to 6 weeks end to end. See company formation in Kosovo.
  2. Prepare the file at home. Request the police or investigation certificate early, because it is the document that most often takes longest. Have it translated before you travel.
  3. Apply in person. Citizens of the EU, the UK and the US can enter Kosovo without a visa for short stays, so you can arrive and submit the application during the same trip.
  4. Keep the basis alive. The permit is temporary and tied to your company. Renewal depends on the business still existing and its obligations being met, so a dormant or struck-off company puts your residence at risk.

Where applications go wrong

  • A passport that expires too soon. The 3-month margin is counted from the end of the permit, not from today.
  • Untranslated documents. A certificate in Dutch, German or English alone is not enough.
  • A thin bank statement. Show means that make sense for someone settling in the country, not a balance topped up the day before.
  • Assuming the paper equals the tax result. A permit is not tax residence on its own. Your tax position follows where you actually live, and your home country decides when you have left. The permit supports a real move; it does not replace one.

A note on the rules

Kosovo is updating its legislation on foreigners to bring it in line with EU standards; a new draft law was sent to parliament in 2024. Requirements and procedures can change, and approval is always at the discretion of the authorities. Check the current checklist with the Ministry, or let someone who files these applications regularly do it for you.
