Kosovo is the most overlooked low-tax base in Europe: a flat 10% corporate tax, 0% withholding on dividends, the euro as official currency, and a company you can register in days rather than weeks. This guide covers what formation actually costs, how long it takes, how banking really works, and who the setup does and does not fit.
The company type: Sh.P.K., the Kosovo L.L.C.
The standard vehicle is the Sh.P.K. (shoqëri me përgjegjësi të kufizuar), a limited liability company. The practical facts:
- No minimum share capital.
- One shareholder and one director are enough, and both can be foreign.
- Registration with the Kosovo Business Registration Agency is free of charge, and the certificate typically takes 1 to 3 business days.
- The company needs a real registered address in Kosovo. There is no virtual-office market: you either use your own address or a provider's actual office, at around €500 per year.
What it costs in practice
The registration itself costs nothing, which surprises most people. The real costs sit around it: a registered address if you do not have your own (±€500 per year), an accountant for the monthly filings (€100 to €200 per month depending on volume), and, if you want the whole thing handled end to end including banking and residence, a done-for-you package from €3,500 one-off. What you will not find: annual license renewals, mandatory office rent, or minimum government fees that quietly grow each year.
Taxes: the 10% and the 0%
- Corporate income tax: a flat 10% on profit, among the lowest rates in Europe.
- Dividends: 0% withholding, and dividends are not taxed in the hands of Kosovo residents. Distributed profit stops at the 10%.
- Personal income tax is progressive and tops out at 10% above roughly €5,400 per year.
- VAT is 18%, and exported services to foreign clients are zero-rated: you invoice international customers at 0% VAT.
- Tax treaties: the network is smaller than an EU member state's but growing, and includes the Netherlands (in force since 31 December 2021) and the UAE.
Banking: the honest part
Local banks open EUR business accounts with standard know-your-customer checks, and the account can be arranged without you living in the country yet. Two limitations you should know before you commit. First, card acquiring: Stripe and PayPal do not operate in Kosovo today, so online sellers route card payments through a merchant-of-record setup or platforms such as Payoneer. Second, SEPA: Kosovo is not a SEPA member yet. Its application is in the EU pipeline with a decision expected in the course of 2026; in the meantime, EU-IBAN fintechs with a local presence (Paysera runs an office in Pristina) bridge SEPA payments in and out without friction.
Residence through your company
Owning a Kosovo company is a recognized basis for temporary residence. You apply in person, and with a properly prepared file one visit is enough. The authorities ask for:
- A valid passport with at least 3 months remaining.
- Proof of means: a bank balance of at least €2,000.
- A police record from your home country, translated into Albanian.
- Your business license as proof of ownership, plus supporting company documentation.
- Local health insurance (±€25), taken out on the spot.
Approval is always up to the authorities; preparation decides whether one visit is enough.
How long it takes
The certificate takes days. The working structure, company plus EUR bank account, takes 5 to 6 weeks from start, and you do not need to be in Kosovo for that part. The residence visit is planned once the company stands.
Who Kosovo fits, and who it does not
The setup fits remote operators and service businesses that invoice internationally, want to keep everything in euros, and are genuinely willing to relocate: consultants, e-commerce operators, agencies, developers. It does not fit businesses that need an EU VAT number for goods flowing inside the EU, regulated activities that require an EU license, or anyone hoping to keep living in a high-tax country while the company sits in Kosovo. Tax residence follows your life, not your paperwork, and any serious advisor will tell you the same.
