Every founder who thinks about relocating has looked at Dubai. The marketing is everywhere and "0 to 9% tax" sounds unbeatable. Yet more and more European operators choose differently once they run the full numbers. This is the comparison the Dubai agents do not show you.
The comparison in one table
| Dubai Free Zone | Kosovo (Sh.P.K.) | |
|---|---|---|
| Setup | Typically €10,000+ | From €3,500 one-off |
| Recurring every year | License renewal, visa runs, medical checks, often mandatory office rent | No renewals, no visa cycle, no office requirement |
| Profit tax | 0% up to AED 375,000 (±€95,000), then 9% | 10% flat, dividends at 0% |
| Currency | AED, conversion required | EUR, no conversion |
| Conversion cost | Indicatively 2.5 to 6% per year | 0% |
| Flight from Western Europe | ±7 hours | ±2.5 hours |
| Climate to live in | Desert, 45 degree summers | European, four seasons |
Why 9% ends up costing more than 10%
- You earn in euros, Dubai banks in dirham. Every euro that enters and leaves your company passes a conversion. Count on an indicative 2.5 to 6% per year in spreads and fees. On €100,000 of revenue that alone exceeds the entire tax-rate difference.
- The meter keeps running. Annual license renewals, visa renewals, medical checks and, in many free zones, a mandatory office. In Kosovo you pay once, and after that mostly just your accountant.
- Dubai also requires you to actually live there. Anyone serious about changing tax residence has to genuinely move, in either scenario. The difference is living seven hours from your clients, family and network instead of two and a half.
- Optics. "My company is in Dubai" raises different questions with European clients and banks than an EU-oriented structure in the eurozone's backyard, with tax treaties that include the Netherlands.
Where Dubai does win
Fair is fair: Dubai has a bigger expat scene, more luxury infrastructure and a more established name. If the Marina lifestyle is the point and you are happy to pay for it, that is a legitimate choice. This comparison is about the math for an operator optimizing a structure, not about taste.
The bottom line for people who do math
Take the full annual burden: tax plus renewals plus trips plus conversion losses. Kosovo comes out ahead in almost every profit scenario, at a third of the entry cost and a third of the distance. Read the complete formation guide for how the setup works end to end, or start with the intake to see whether your situation fits.
Dubai figures are indicative ranges based on common free-zone packages and running costs; exact prices differ per zone and agent. Which is precisely why the fixed one-off price on the Kosovo side is such a relief.
